What Is the Policy Conformity Flag?
-
The Policy Conformity Flag is a feature of the Global Legal Entity Identifier (LEI) System designed to show whether an LEI record conforms to specific policies established by the Regulatory Oversight Committee (ROC).
The flag is included in publicly available LEI data and provides users with a simple way to determine whether an LEI record is current and whether the required relationship information has been reported.
For most active LEI records, the flag is shown as either CONFORMING or NON_CONFORMING. GLEIF also uses NOT_APPLICABLE for certain LEI records that have reached an end-state.

CONFORMING
An LEI record marked as CONFORMING meets the following requirements:
- LEI registration is current – the LEI record has been renewed within the required period.
- This helps ensure that the entity information associated with the LEI remains current.
- Up-to-date data can support entity identification, due diligence, onboarding, and cross-border transactions.
- Level 2 reporting is complete – the legal entity has reported information about its direct and ultimate parent relationships or provided an accepted reason for not reporting this information.
- This helps users understand relationships between legal entities.
- It can also support corporate transparency and risk analysis.
- LEI registration is current – the LEI record has been renewed within the required period.

NON_CONFORMING
A NON_CONFORMING status generally indicates that the LEI needs to be renewed, its Level 2 relationship data needs to be completed or updated, or both.
The Policy Conformity Flag should not be confused with a general data-quality score. It specifically indicates whether the LEI record meets the relevant ROC policy requirements.

Using the Policy Conformity Flag
Policy conformity information is available through several GLEIF data services, including:
- GLEIF LEI Search;
- GLEIF Golden Copy Files;
- the GLEIF Application Programming Interface (API).
This makes the flag useful both for people reviewing individual LEI records and for organizations that process LEI data automatically.
GLEIF also provides an interactive Policy Conformity Flag Dashboard, which allows users to review conformity levels across the Global LEI System, identify non-conforming records, and compare conformity information across LEI issuers.
You can also use the GetLEI or GLEIF Lookups to review an entity's LEI registration status, renewal information, and other publicly available reference data.

Why the Policy Conformity Flag Matters
The Policy Conformity Flag provides a simple indication of whether important parts of an LEI record are current and complete.
A conforming record shows that:
- the LEI has been renewed on time;
- the entity's reference data has been kept current;
- required Level 2 relationship information has been reported or an accepted reporting exception applies.
This can make LEI data more useful for due diligence, counterparty identification, regulatory processes, and analysis of corporate relationships.
The flag also encourages LEI holders to keep their records active and their reference data up to date, improving transparency across the wider LEI ecosystem.
If an LEI is non-conforming because it has become LAPSED, it can be renewed through GetLEI. If the LEI is currently managed by another provider, it can first be transferred to GetLEI without changing the existing 20-character LEI code.
